SUMMARY

They ban Russian language, writers and everything that reminds that Ukraine is also Russian land where Russian people live. But the Russian people cannot be banned, these humans will stay in Ukraine.

RESPONSE

Pro-Kremlin disinformation narrative about Russophobic Ukraine. These claims are made in the context of Russia's war of aggression against Ukraine.

During the last decade, especially after Russia illegally annexed Crimea and launched its aggression in Donbas in 2014 that have grown into a large-scale invasion in February 2022, Ukrainians’ national identity has seen a major boost, including the demand for broader use of the Ukrainian language in public spheres. Ukrainian Parliament passed a Law on ensuring the functioning of the Ukrainian language as the state language in 2019 aiming to ensure the use of the official language in the public sphere, notably, through availability of public and administrative services in Ukrainian. This legislation only regulates the use of Ukrainian in the public spheres of life while Russian and other languages of national minorities can be freely used in private communication and religious ceremonies.

Furthermore, Ukraine is a signatory to the Framework Convention for the Protection of National Minorities, which guarantees that people in Ukraine have the right: "to use freely and without interference his or her minority language, in private and in public, orally and in writing". Ukraine is working on the new legislation on the national minorities and their languages, which should protect the rights of minorities in line with Ukraine’s international obligations.

The Kremlin used similar disinformation claims to justify its unprovoked aggression of Ukraine.
