Recurrent pro-Kremlin narrative about the World Health Organisation (WHO) and coronavirus

It is not true that WHO never officially declared COVID-19 a global pandemic. On the 11th of March 2020, WHO did make the assessment that COVID-19 can be characterised as a pandemic.

Two day later, on the 13th of March, WHO's Director-General also said that Europe had become the epicentre of the pandemic with more reported cases and deaths than the rest of the world combined, apart from the People’s Republic of China.
