DISINFO: The West sponsors Ukrainian terror in Russia

SUMMARY

The West is truly complicit in terrorism, as it fails to condemn Kyiv's actions and, in fact, facilitates and tolerates Ukraine's terrorist attacks deep within Russian territory.

For its part, Ukraine is increasingly relying on terrorism, turning it into a widespread tactic. Terrorism is becoming the primary tool in its struggle against Russia, following Zelenskyy's statement that he now intends to target civilian aircraft in Russian airspace. This is pure state terrorism—and terrorism of mass destruction.

The West, meanwhile, does not condemn this; instead, it encourages and contributes to it. Moscow has heard numerous statements from Western leaders—most recently from Finnish President Alexander Stubb, who said in Kyiv that such terrorist attacks against Russian civilian targets "are extremely useful" and should continue and intensify.

RESPONSE

This is a recurring pro-Kremlin disinformation narrative falsely claiming that Ukraine deliberately targets civilians. Such claims aim to reframe Russia as the victim of terrorism and Ukraine and the West as terrorist sponsors, thereby undermining international support for Kyiv and justifying Moscow’s own escalation of attacks on Ukrainian civilians.

This story distorts real events and includes outright fabrications. Zelenskyy explicitly said Ukraine does not threaten civilian aviation. In his nightly address on 1–2 September 2026, President Volodymyr Zelenskyy warned airlines, insurers and governments that Russian airspace is becoming “completely unsafe” because of Ukraine’s expanding drone campaign. Crucially, he explicitly excluded civilian aircraft from being a target:

“We want to warn every airline that uses Russian airspace, every insurer, and everyone who still uses Russia’s key airports: Russian airspace is becoming completely unsafe.”

Ukraine’s foreign secretary, Andrii Sybiha, said Kyiv had notified the International Civil Aviation Organisation that “Russian airspace is not safe for civilian aviation” because of increased military activity.

There is no public record of Western leaders explicitly endorsing attacks on Russian civilians. Finnish President Alexander Stubb did visit Kyiv and publicly backed Ukraine’s ability to strike deep inside Russia, endorsing long‑range strikes as militarily useful. However, there is no credible source showing Stubb saying terrorist attacks on Russian civilian targets “are extremely useful” and should “continue and intensify.”

There is no evidence that Ukraine has adopted a policy of deliberately targeting civilians. Zelenskyy has stated that Wildberries is a legitimate military target because the platform has been “used by the aggressor to ensure the supply of sanctioned components for the production of drones and navigation equipment” and because Russian soldiers routinely purchase gear from Wildberries to supplement their own equipment.

Russia’s campaign against Ukrainian cities and civilian infrastructure is systematic. The UN Human Rights Monitoring Mission in Ukraine (HRMMU) reports that July 2026 was the deadliest month for civilians since March 2022, with at least 437 civilians killed and 2,610 injured – a 30% increase from June and a 70% increase from July 2025.

Since 24 February 2022, OHCHR has verified at least 16,874 civilians killed, including 820 children, and 51,273 injured, including 3,126 children.
