The population of the country against which it is being waged sincerely believes that it is debating for itself whether it was worth surrendering Leningrad to Hitler. This illusion is also actively created by the local fifth column, gradually imposing more and more wild topics for discussion on the public.

For almost seventy years, American and British propagandists have been hammering into the heads of ordinary people that the Soviet system, which brought equality and prosperity to hundreds of millions of people on the planet, and Hitler's cannibalism are one and the same. At first it was outrageous, then it seemed absurd, but little by little the public is being taught this madness. [...]
Even stricter legislation is required to control American Internet platforms - despite all the fables about the "free Internet", their owners are openly waging an information war against Russia.

This disinformation message appeared in the context of the sentencing of Russian opposition politician Alexei Navalny, when he was fined for allegedly defaming a WWII veteran. Alexei Navalny was detained at a Moscow airport after he returned to Russia from Germany, where he was treated for Novichok poisoning. The EU has condemed the detention of Alexei Navalny and called for his immediate release as has the European Court of Human Rights (ECHR - where Russia is a member since 1996).
There is no basis to the claim that the West is waging a culture war against Russia. Culture war is a term, defining a split between the orthodox and progressive views of morality within a given society. Read more here.
There is no evidence that American "deep state" is using internet to control foreign nations. "Deep state" is a popular trope of conspiracy theories.
There is no evidence that "American Internet platforms" are waging an information war againts Russia. Largest global social media companies are private enterprises and provide their services to billions of people around the world.
The repressions of the Soviet regime are responsible for deaths of no fewer that 20 million Soviet citizens and countless other suffering that stifled the society. In 2019 the European Parliament adopted a resolution on the importance of European remembrance for the future of Europe, which recalled that Nazi and communist regimes carried out mass murders, genocide and deportations and caused a loss of life and freedom in the 20th century on a scale unseen in human history. The resolution itself has become a target of pro-Kremlin disinformation campaigns.
