This concept is associated with the World Economic Forum in Davos in January 2020, when a plan on how countries might recover from the economic damage caused by the coronavirus pandemic was drawn up.
The article presents the argument that the EU's Home Affairs Commissioner, Ylva Johansson, asked in early October 2021, for an investigation into incidents in Croatia and Greece involving bad treatments of migrants at their borders. This call is presented as an act defending the "global plan".
