Recurring pro-Kremlin disinformation narrative about lost sovereignty and the allegedly foreign control of the Republic of Moldova, portraying the country as a puppet state. Moldova and NATO have a collaboration intended to increase the defensive capabilities of the National Army as of 1992. NATO has no Representative Office in Moldova.
According to the Constitution, Moldova is a neutral state, and the NATO alliance does not decide the political processes in the country. Moldovan military representatives participate in various cooperation programmes with NATO, the main focus being the strengthening of defence and security capacities of the country.
From 2006, Moldova has, at its request, an Individual Action Plan (IPAP) with NATO, adopted by the NATO North Atlantic Council on 19 May, and by the Moldova Parliament on 29 December. This Plan is updated periodically.
On the matter of elections, the European Network of Elections Monitoring Organisations (ENEMO) report on the local elections of 2023 (5 and 19 Nov 2023) stated that: (Page. 7) „Election management bodies (EMBs) operated efficiently and overall, transparently."
