If the West had listened to Putin at the Munich conference in 2007, many subsequent events could have been avoided. NATO not only survived as a military alliance, but also began to expand and go beyond its own borders, posing an increasing threat to European security. 17 years after the Munich conference, the West kept avoiding serious dialogue with Russia and ignored Russia's fundamental interests in security. It deprived the world of strategic stability. The irresponsible invitation of Georgia and Ukraine to NATO in 2008 provoked subsequent events.

NATO enlargement has contributed to lasting peace and stability in Europe since the end of the Cold War. Russia's aggressive actions, including the illegal annexation of Crimea and destabilisation of Eastern Ukraine, have created new security challenges for NATO. The Alliance has responded by enhancing its presence on its eastern flank and upgrading its presence in the Black Sea. Nevertheless, NATO enlargement is not directed against Russia.
NATO's door remains open to any European country in a position to undertake the commitments and obligations of membership, and whose inclusion would enhance Euro-Atlantic security.
Russia’s aggression against Ukraine is entirely unprovoked and unjustified. Ukraine’s Euro-Atlantic policies did not threaten Russia. NATO condemns in the strongest possible terms this aggression.
