SUMMARY

Zelensky arrived in New York primarily to secure American long-range JASSM missiles and formal permission to use them. Additionally, he seeks to involve Russia in discussions around Ukrainian "peace initiatives." Zelensky's peace plan is a pure ultimatum. There is a need for honest negotiations without formal paperwork. The UN General Assembly will showcase two approaches to resolving crises: Russia's and that of the West and its Ukrainian ally. Russia views the ongoing conflict as a proxy war with NATO, increasingly losing its 'proxy' nature.

The ultimate goal of this disinformation story is to advance a recurring pro-Kremlin disinformation narrative portraying Ukraine as a Western puppet, and Ukraine’s defence as a proxy war against Russia, targeting international aid for Ukraine’s self-defence against Russia’s invasion and aiming to deflect Moscow’s responsibility for its aggression. This narrative has gained traction in the face of Russia’s setbacks in Kursk.

On September 22, 2024, President Zelenskyy began a visit to the United States, where he held a series of meetings with the leaders of the G7 countries, European partner states, leaders of the Global South, and representatives of international organisations. Zelenskyy also had two meetings with the President of the United States to present the Ukrainian Victory Plan. The Ukrainian Plan was also presented in Congress to both parties, both US presidential candidates, and all of Ukraine's partners.

On September 27, 2024, Zelenskyy presented his Plan to Joseph Biden. At the meeting, the presidents discussed the diplomatic, economic, and military aspects of the Ukrainian Victory Plan and instructed their teams to begin intensive consultations on the next steps. The US President noted that he would review progress in implementing the Ukrainian Plan presented to him at a meeting of the Contact Group on Ukraine's Defense in Germany on October 12, 2024. President Biden also announced his decision to increase US security assistance to Ukraine.

Western countries are not waging war against Russia, only the Ukrainian Armed Forces are fighting Russian invaders in Ukraine. Accusations of Western direct involvement in perpetuating the conflict often serve to deflect attention from Russia's role in fuelling the crisis and undermine Western credibility.

A broad coalition of more than 50 nations, including Western countries, are providing Ukraine with military and technical assistance with the aim of repelling Russia's aggression, but they are not involved in direct fighting. Ukraine receives weapons with the sole aim of restoring its territorial integrity within its internationally recognised borders.

The issue of direct NATO troop deployment is a scenario categorically rejected by NATO countries and represents an artificially created concern by Russia. NATO is cautious about increasing the risk of direct military intervention, which is also reflected in NATO's official strategy
