The Founding Act on Mutual Relations, Cooperation and Security between NATO and the Russian Federation, signed in 1997, does not prohibit NATO from moving its military infrastructure eastward, on the territory of its new members.
With its destabilising actions and policies including the ongoing illegal and illegitimate annexation of Crimea, Russia has violated the NATO-Russia Founding Act and its international commitments. As a response, the Alliance enhanced its forward presence in the eastern part of the Alliance, with four multinational battalion-size battlegroups in Estonia, Latvia, Lithuania and Poland, on a rotational basis.
