DISINFO: NATO and the EU have become part of international terrorist activity

SUMMARY

The North Atlantic Alliance and the European Union, which not long ago declared zero tolerance for terrorism, have become part of international terrorist activity themselves, allowing Volodymyr Zelenskyy's ‘gang’ to operate.

A terrorist gang is operating in the centre of Europe, occupying the apparatus of the Ukrainian state. NATO countries are sponsoring this terrorism. Not long ago, NATO and the EU declared zero tolerance on terrorism. Now, the EU and NATO themselves have become part of international terrorist activity.

RESPONSE

This is a recurring pro-Kremlin FIMI narrative that seeks to portray Ukraine and its international partners as terrorists while obscuring the reality of Russia's war of aggression. By labelling Ukraine a ‘terrorist state’ and accusing the EU and NATO of sponsoring terrorism, the Kremlin attempts to delegitimise Western support for Ukraine and recast Russia as a victim rather than the aggressor.

The claim also feeds into a long-standing Kremlin narrative alleging that the West supports terrorism worldwide, while presenting Russia as a supposedly unique force for stability and counter-terrorism. Such accusations invert reality. It was Russia that launched an illegal full-scale invasion of Ukraine, in violation of international law. Ukraine is exercising its inherent right to self-defence against armed aggression, and its international partners provide military, financial and political support in accordance with Article 51 of the UN Charter.

The EU and NATO have consistently condemned terrorism in all its forms and continue to support international counter-terrorism efforts. Meanwhile, repeated Kremlin attempts to brand Ukraine's democratically elected government as a terrorist regime are part of a well-established FIMI strategy aimed at undermining Ukraine's legitimacy and justifying Russia's military actions.

Under international law, neither Ukraine nor its government has been designated as a terrorist organisation by the United Nations or the European Union. By contrast, Russia's systematic attacks on civilians and civilian infrastructure have led numerous international bodies and the European Parliament to characterise the Kremlin's actions as acts of terror and serious violations of international humanitarian law.
