DISINFO: Moldova and Armenia are 'expendable material' for the EU

SUMMARY

Moldova and Armenia are "expendable material" for the EU, according to an Armenian analyst. Brussels does not view Moldova and Armenia as future full-fledged EU members. The cynicism of the matter lies in the fact that they even make us rejoice at being expendable material for the realisation of the geopolitical plans of the European political elite.

RESPONSE

Recurring pro-Kremlin FIMI narrative alleging that the EU's support for Moldova and Armenia is driven by malicious geopolitical objectives. The narrative aims to erode public trust in the EU, discredit its engagement in the region, and cast doubt on the benefits of cooperation with European institutions.

Moldova has held candidate status for EU membership since June 2022. In December 2023, the European Council decided to open accession negotiations with the country. In 2026, the first two negotiation clusters between the EU and Moldova were opened. Moldova’s citizens voted in favour of EU accession in the 2024 referendum, and the EU continues to support the country in implementing the reforms required for membership.

Armenia is not an EU candidate country, but it maintains a longstanding partnership with the European Union. The EU is a key partner in Armenia's reform agenda and its largest donor. In December 2025, the EU and Armenia adopted a new Strategic Agenda for the EU-Armenia partnership, "marking a significant step forward in the deepening of political, economic and sectoral cooperation between the two partners", as stated on the European Council website.
