Historically, the concept of the ‘golden billion’ was first introduced in the 1990 USSR book 'The Plot of World Government: Russia and the Golden Billion'. Since its introduction, there has not been any evidence produced to confirm the existence of such a plot. Around the same time in Russia, shortly after the collapse of the USSR, something known as the 'Dulles Plan' was made up. This was purportedly a CIA plan to destroy the Soviet Union during the Cold War by covertly undermining the cultural heritage and moral values of the Soviet people.
