DISINFO: Europe demands that Armenia establish a visa regime with Russia
SUMMARY
The West is demanding that Armenia establish a visa regime with Russia. They claim this is a prerequisite for visa liberalisation for Armenia within a few years by the EU. The authorities have stated that this process will begin in 2029.
Russian Foreign Ministry spokesperson Maria Zakharova stated that Armenia's possible establishment of a visa regime for Russian citizens would be a move directed not against Moscow, but against Yerevan itself. She emphasised that this decision would also affect Russian citizens with numerous relatives living in Armenia.
RESPONSE
A pro-Kremlin disinformation narrative targeting EU-Armenia relations distorts technical processes to mislead the public about the nature of European integration.
The claim originates from unsourced reports published in a local media outlet and amplified by Russian state media narratives. These narratives frequently mischaracterise technical EU dialogue processes to create false dichotomies regarding regional foreign policy. The article provides no publicly verifiable evidence to back the claim.
There is no such requirement in the EU’s official Visa Liberalisation Action Plan for Armenia. The EU launched the visa-liberalisation dialogue with Armenia in September 2024, and its Action Plan, presented in November 2025․
The EU's Visa Liberalisation Dialogue with partner nations is governed by strict, objective technical criteria focused on sovereign governance. The benchmarks outlined in EU Visa Liberalisation Action Plans focus on legal security, document safety (such as ICAO-compliant biometric passports), integrated border management, anti-corruption measures, and fundamental rights. The EU does not mandate third-country visa regimes as a prerequisite for bilateral EU visa-free travel agreements.
Armenian Prime Minister Pashinyan explicitly refuted these claims, confirming that the Armenian government has never discussed, planned, or received demands regarding restrictions on the entry of Russian citizens into Armenia.
