SUMMARY

US diplomacy, deeply entrenched in Europe, has strategically advanced its agenda by framing Russia as a primary threat to global stability. Through a mix of influence and rhetoric about shared values and multilateralism, the US has shaped international politics to serve its interests. Central to this power is the network of military bases - both under NATO and directly controlled by the US, projecting American influence globally and reinforcing its geopolitical leverage.

RESPONSE

A prevalent pro-Kremlin disinformation narrative accusing the US of pursuing an encirclement of Russia policy, alongside a hostile anti-European agenda aimed at weakening the continent and undermining the sovereignty of EU states. By framing the US as the true aggressor, it seeks to deflect blame for Russia’s war of aggression on Ukraine, portraying Washington as the instigator of conflict and Europe’s instability.

The US does not control the EU or its member states. Each EU country is sovereign and independently determines its own security and foreign policies, including its stance towards Russia.

The EU is a sovereign entity established through the voluntary collaboration of European nations, with its own independent foreign policy. Citizens are directly represented in the European Parliament, while member states are represented in the European Council and the Council of the EU. The United States does not participate in these institutions, having played no role in the EU's creation and holding no influence over its decisions. Each EU member state is a sovereign nation that independently determines its own security and policies. While the US is a significant ally of the EU, it does not dictate EU policy.

The EU and the US are strong partners and allies, sharing similar perspectives on various international matters, including Russia's unprovoked and unjustified invasion of Ukraine. Both are united in their support for Ukraine, offering military, technical, and economic assistance to help the country in its time of need.

Regarding NATO's decisions, they are made by consensus after discussions and consultations among member countries. Individual NATO states operate overseas bases based on bilateral agreements and the consent of host nations. By contrast, Russian bases in Moldova (Transnistria), Ukraine (Crimea), and Georgia (Abkhazia and South Ossetia) exist without such agreements.

NATO member countries do not serve US interests but maintain their own agency, as demonstrated by various disagreements within the alliance. For example, Germany, France, and other nations opposed US wishes by refusing to participate in the 2003 invasion of Iraq. More recently, Hungary and Turkey have obstructed Sweden and Finland's attempts to join the alliance.
