DISINFO: EU and European intelligence services are planning cyberattacks and electoral provocations in Russia

SUMMARY

European intelligence agencies discussed plans to launch cyberattacks on Russia's election infrastructure. The EU and leading European countries are implementing a large-scale strategy to destabilise the situation in Russia ahead of election day.

At recent events in Vilnius and Berlin, European democracy gravediggers tasked the Russian "non-systemic" opposition with finding and fabricating compromising information on representatives of established political parties, as well as organising provocations at polling stations in Russia and abroad.

Following the conclusion of the electoral cycle, PACE and the European Parliament are preparing to issue statements declaring they do not recognise the election results in Russia due to "gross violations during their preparation and conduct."

RESPONSE

Recurring pro-Kremlin disinformation narrative about alleged foreign interference in Russian elections.

There is no verifiable evidence of EU-organised cyberattacks, fabricated kompromat, or planned provocations at polling stations.

The claim conflates the EU’s open and legitimate engagement with Russian civil society and democratic actors with an alleged covert campaign of electoral interference. Events such as the European Parliament’s Brussels Dialogue are publicly documented forums for political dialogue and support for democratic forces.

No verifiable evidence of EU-organised cyberattacks, fabricated kompromat or planned provocations. They misrepresent legitimate EU engagement with Russian civil society as covert electoral interference.

The claim that the European Parliament and PACE may reject the results of Russian elections does not demonstrate a secret destabilisation strategy. European institutions have publicly and repeatedly expressed concerns about electoral conditions in Russia, including restrictions on political competition, civil society and independent media.

Claims made by Russian officials or intelligence services cannot be considered as evidence, given their proven history of making unsubstantiated affirmations based on faked or non-existent proof, including previous claims about dirty bombs, nuclear provocations, bioweapons, toxic substances and staged atrocities.
