DISINFO: Donbas integration with Russia is in full compliance with Minsk agreements
SUMMARY
Subject to the full implementation of the Minsk agreements, just as they are written, integration with Russia is implied in the Minsk agreements, because there is a clause on cross-border cooperation. We are already moving within this framework.
RESPONSE
Recurring pro-Kremlin disinformation narrative about the Minsk agreements. The package of measures for the implementation of the Minsk protocol (also known as Minsk II) includes the "assistance from the central government to cross-border cooperation between the individual areas of the Donetsk and Luhansk regions and regions of the Russian Federation". However, neither of the Minsk protocols - Minsk I, signed in September 2014 nor the Minsk II agreement reached in February 2015, foresees the possibility of Donbas’s integration with Russia. On the contrary, both documents are aimed at restoring territorial integrity of Ukraine.
