Whereas in the past they waged ethnic racism, nowadays it is based on cultural differences. You are considered normal if you belong to their civilisation. If not, you are an enemy. This is the principal difference of the western civilisation from the Russian one. The idea of fairness is the core value of Russian civilisation.
